





HayGroup Study Information
As many employees are keenly aware, the District over the past four years has engaged outside consultants to assist in the development and implementation of a new classification and compensation framework for all classified, confidential, and management employees. The District initiated this process with Kuhn and Associates in 2005 and in January of 2008 engaged the Hay Group to complete the classification and compensation study including job evaluation and salary structure development. The purpose of the classification review is to create an objective system for determining the allocation of classifications within the District; standardize the approach for handling job classification and salary grade matters; update job descriptions; and assess salary to assure external competitiveness with market and internal alignment based on position relationships within the District.
The District approved the Hay Classification Plan for Management and Confidential employees on June 16 and this will become effective September 1. Information letters are targeted to go out to employees during the week of August 10. The District and the Riverside Community College District Classified Employees, Chapter 535, CSEA have tentatively agreed on implementation of the Hay Classification Plan. Information sessions were held by CSEA for employees during the week of July 13 and District Finance and Diversity and Human Resources staff participated in those sessions sharing information about the new salary structure, grade placement for positions, movement on the proposed new salary structure, and the Y-rate process. The union will have a ratification vote in the near future regarding the implementation plan for the Hay study. If approved it too will become effective September 1, 2009.
