The Riverside Community College District (RCCD) College Safety and Police Department is a POST certified agency which complies with all California state standards for recruitment and training, per California Penal Code Section 13522. Pursuant to section 830.32a of the Penal Code and 72330 of the Education Code, our law enforcement authority on or about the campus is identical to that of municipal and county law enforcement officers. As such, the RCCD College Safety and Police Department is responsible for reporting and investigating all criminal matters on properties owned and operated by the College.
Our mission is to provide a safe and secure learning environment for our students, faculty, staff, and visitors. Our law enforcement methods fit within and contribute to the educational philosophy of the District. Our goal is to strive to be one of the most professional college law enforcement agencies in the State of California, and continue to assist our College in its mission to provide higher education to our community.
The Riverside Community College District College Safety and Police Department provides law enforcement services to our three campuses (Riverside, Norco, Moreno Valley), as well as several offsite education centers. The department operates twenty-four hours a day, seven days a week. Pursuant to the authority of the Board of Trustees, and under the general direction of the Vice Chancellor of Student Services, our department has continued to enhance its professional services. Department divisions include patrol services at each main campus, a centralized detective division, a bicycle patrol, a gang unit, and a Sexual Assault Response Team. We also participate in the Crime Free Multi-Housing Program.
The RCCD College Safety and Police Department has Memorandums of Understanding with the Riverside Police Department and Riverside County Sheriff's Department which provide the department with assistance for incidents requiring specialized resources and expertise. These MOU's also provide the guidelines for College Safety and Police to assist municipal law enforcement in providing police services to our surrounding communities. Our department enjoys an excellent working relationship with these outstanding law enforcement agencies.
Currently, the RCCD College Safety and Police Department employs 27 sworn personnel. Department organization consists of a Chief of Police, three Sergeants, four Senior Officers (one of which is a Senior Officer/Special Event Coordinator), four Detectives, and 17 Police Officers. As the District grows, we expect to enhance our services and add to our sworn compliment. In addition, we have 30 Community Service Officers whose duties include parking enforcement; traffic control; supervision of RCCD functions and special events; public escorts; assisting public with parking violations; securing RCCD parking lots and buildings; jumpstarts and lockouts for vehicles; and special assignments.
