Dr. Perez graduated from James A. Garfield High School in East Los Angeles, obtained his bachelor's degree in Social Science Government at California State University, Los Angeles, and his master's and Ph.D. in Public Policy and Administration from the University of Southern California. His higher education career began as the assistant director of Admissions at Stanford University. Subsequently, he served as the director of the Educational Opportunity Program and Student Support Services at California State University, Los Angeles while also teaching Political Science and Chicano Studies. He implemented numerous outreach and retention programs at Stanford and California State University, Los Angeles. Selected as a policy fellow for the U.S. Department of Education, he became the Secretary's senior policy analyst with expertise in financial aid, workforce education, TRIO, and youth employment. Upon returning to California, he was appointed the director of Community and Organizational Relations for the Education Testing Service's Western Regional Office and later promoted to Regional Office Director.

Dr. Perez's working knowledge of student and institutional assessment was crucial in his successful accreditation efforts at National Hispanic University and Golden West College. Dr. Perez then joined the National Hispanic University (NHU) in San Jose, California as the director of Institutional Research and was promoted to provost and vice president of Academic Affairs. He engineered the successful WASC accreditation for NHU as the first Latino non-profit independent senior college on the West Coast. Dr. Perez was instrumental in the design and building of NHU's library and learning resource center. In 2004, Dr. Perez was selected for his current position as vice president of Student Services at Golden West Community College in Huntington Beach, California where he is a senior administrator engaged in construction, enrollment growth initiatives, accreditation, and fiscal management. Dr. Perez participates in the Hungtingon Beach Chamber of Commerce Leadership Academy and serves as the secretary/treasurer to the Oak View Community Renewal Partnership Association.

Dr. Perez has participated in numerous academic presentations including his papers on the integration of academic affairs and student services at Oxford Universit, revising the California Master Plan in Higher Education at the University of Vienna, and this May a presentation on Exemplary Enrollment and Retention Strategies in Community Colleges at the Education Testing Service's National Community College symposium.

On July 1, 2008 Dr. Perez became the second permanent President of the Moreno Valley Campus. In his first year he has led the college toward meeting its strategic goals by preparing for initial accreditation, spearheading the facilities development, strengthening partnerships with the Riverside County Sheriff, Cal Fire, Riverside County Regional Medical Center, and fostering the land acquisition and building agreement with the March Health Care Development Corporation. Dr. Perez has provided leadership with increased funding from state, federal, and private resources. Dr. Perez' motto is that the Moreno Valley Campus and community deserve nothing but the best in education and training and that the campus is key partners in helping the city of Moreno Valley achieve its strategic vision for long term sustainability.

As Vice President of Educational Services at the Moreno Valley Campus, Dr. Lisa Conyers supervises the Offices of Instruction, Student Services, Health Sciences, Public Safety Education and Training, and Library/Learning Resources. She is best known for her role as a program developer, having collaborated on the implementation of various new degree programs involving community partnerships, including, most notably, the Program in Community Interpretation in Spanish and the Physician Assistant Program.

She has participated in programmatic and institutional accreditation initiatives which have resulted in three nationally accredited healthcare programs at the Moreno Valley Campus and now eligibility for college status. She serves currently as the Campus accreditation liaison officer with ACCJC/WASC, and has served as a visiting accreditation team member to Cuesta, West Hills Lemoore, Lassen, Palomar, and El Camino Colleges.

Dr. Conyers has a strong record of community service, currently holding the office of president of the Riverside County Board of Education. She has served as a Parks and Recreation Commissioner for the City of Riverside; board member of the International Relations Council of Riverside; board member of the League of Women Voters of Riverside; board member of the Greater Moreno Valley Hispanic Chamber of Commerce; chairman of the Citizens' Committee to Save Riverside's Chinatown; and chairman of the Riverside-Cuautla, Mexico, Sister City Committee. In 2001, she was recognized by the Riverside County YWCA as a Woman of Distinction; in 2005, by the Moreno Valley Hispanic Chamber of Commerce with an Education "Estrella" Award; in 2006, by Sister Cities International with a Distinguished Volunteer Award (nominated by the City of Riverside); in 2008, by the University of Redlands Town & Gown as a Woman of Distinction in Education and Civic Affairs; and, also in 2008, by the National Chair Academy with an Exemplary Leader Award (nominated by Department Chairs and the Campus Dean of Instruction).

Her contributions as an administrator and conference presenter with a specialization in workplace linguistic and cultural competency are attributable, in part, to her previous years of residence overseas. She is fully fluent in Spanish, having lived in Spain and Mexico eight years, and has traveled extensively. Her doctoral dissertation in comparative literature studied the topic of national images in the short story. Among her former administrative assignments, she directed a large American language and culture program in Madrid, Spain. In 2002, she was a Fulbright Exchange Administrator to Bangkok, Thailand.

She received her B.A. in Spanish and Ph.D. in comparative literature from the University of California at Riverside, and her M.A. in Spanish from New York University. She earned tenured faculty status at RCC in Spanish in 1996. Prior to being appointed Vice President in 2006, she served as Dean of Instruction of the Moreno Campus and Dean of Instruction, General Education, at Mt. San Jacinto College.

Reagan Romail is veteran financial administrator, who has served three large community college districts in California. A graduate of Rutgers University, Romali came to RCCD from the Compton Community College District where she served as interim chief business officer. Prior to CCCD, she was Vice President of Administrative Services for Los Angeles City College. As chief business officer, Romali oversees budget, administrative, and other financial matters on the campus and monitors capital construction projects.

She holds a B.A. from Rutgers, an M.B.A. from the University of San Diego, and is completing a doctorate in Education (Community College Leadership). She is a member of the National Association of College and University Business Officers and serves on its Community College Constituency Council.

Cordell A. Briggs, Ph.D., who is an associate professor of English, has served as Dean of the Public Safety Education and Training Program since 2007. At RCCD, Cordell Briggs has also served in the classroom and held a variety of administrative positions for the past twenty years. In 2007, he was the 47th Distinguished Faculty Lecturer in the District and maintains his research interest in sociolinguistics and African American literature.

As Dean of Instruction on the Moreno Valley Campus, Patti Bufalino is responsible for the quality and integrity of the academic and instructional programs on the Moreno Valley Campus. She supervises the activities of program directors, department chairs and faculty, and classified personnel related to the instructional programs on the MVC. With her background in healthcare, she provides leadership and direction for the development and modification of the MVC healthcare programs and works with the chairs and assistant chairs of all instructional departments to facilitate the development of all the instructional programs on the MVC.

Patti has been a member of the Riverside Community College District faculty since 1980, first as a member of the Department of Nursing Education, serving as Assistant Director of the Associate Degree Nursing Program from 1990 - 1992. In 1998, she moved to the Moreno Valley Campus, serving as the first chair of the Department of Health, Human, and Public Services until 2006. She also served as MVC Academic Senate President and Faculty Development Coordinator and has served in leadership roles in professional nursing organizations at regional, state, and national levels.

Patti earned her Bachelor of Science in Nursing at St. Joseph College in Emmitsburg, Maryland; a Master of Arts in Philosophical and Psychological Foundations of Education at California State University, Northridge; a Master of Nursing with concentrations in Oncology and Education from the University of California, Los Angeles; and a Post-Master's Certificate as a Family Nurse Practitioner, also from UCLA.

Wolde-Ab Isaac is the Dean of Health Sciences at the Riverside Community College, Moreno Valley Campus. Dr. Isaac hails from the small East African State of Eritrea where he completed his early education. He completed the B.Sc. degree in Chemistry in 1968 from the University of Addis Abeba in Ethiopia. He was a Fulbright Fellow from 1968-1972 when he completed his MSc. in 1969 and Ph.D. in 1972 both in Medicinal Chemistry from the University of Michigan at Ann Arbor.

He returned to the University of Addis Abeba and was an Assistant Professor in Pharmaceutical Chemistry from 1972-1975. He spent a year (1975/76) as a visiting research fellow at the Biomedical Sciences of the University of Uppsala in Sweden and then moved to the University of Ife in Nigeria as an Associate Professor in Pharmaceutical Chemistry where he served for seven years (1976-1983). In August 1983, he was offered a senior clinical research scientist position with the Astra Pharmaceutical Research Laboratories in Sweden, a position he held until 1993 when his native country Eritrea became independent from Ethiopia after 30 disastrous war of liberation, and he was invited to be the President of the only university in the country, namely the University of Asmara. He was President of the University from 1993 to 2006 and the thirteen years of challenge of building the University in a war ravaged economy, helping the newly independent state build its badly needed skilled manpower and creating higher educational opportunities for the youth was the most rewarding of all experiences.

Started at the Riverside Campus as the Public Services Librarian in 1995. After a brief absence from the District to serve as the Branch Manager of the Hawaii State Public Library in Lihue (Jan 2005-June 2006), has served as the Assistant Dean of the Moreno Valley college library since July 2006).

Fabian Biancardi was born in Buenos Aires, Argentina, and moved to the United States at the age of six. Having lived in Miami, Florida and Houston, Texas for a total of eight years, his family then moved to London, England where he resided for twenty four years, with a one year hiatus in New Orleans.

Fabian attended the American School in London for high-school, Richmond College, The American International University in London, for his BA degree in Economics, and the London School of Economics and Political Science for his MSc and PhD in World Politics. The latter was published by Palgrave/Macmillan in 2004 and is titled "Democracy and the Global System: A Contribution to the Critique of Liberal Internationalism."

Dr. Biancardi was Lecturer in Politics and International Relations at Richmond College for eleven years before joining the faculty of RCC in July 2001. He has served as Full-time Representative and then Vice President of the Moreno Valley CTA since 2005 and Chair of the Association's Political Action Committee since 2006.

Travis Gibbs received an A.A. degree from RCC in 1975, a B.A. in psychology in 1988 and a M.A. in industrial/organizational psychology in 1990, both from Cal State San Bernardino, and a Ph.D. in industrial/organizational psychology from The Union Institute Graduate School in 2001. He joined RCC as a part-time psychology instructor in 1992 and became a full-time faculty member in 1996. He retired from his commercial landscape business, which he owned and operated for over 22 years, in 1999-which formed part of the basis for his interest, his master's thesis, and his doctoral dissertation in the psychology of individuals, organizations, and business.

Since joining RCC, Travis Gibbs has served on many committees as both a part-time and full-time representative, including service on the Academic Senate from 1994 until the present time, with the exception of 1999-2000 when he was the first chair of the newly formed Communications, Humanities, and Social Sciences Department at the Moreno Valley Campus. Additionally, he was honored to be RCC's Humanities and Social Science's Teacher of the Year for 1997-1998 and Moreno Valley's Campus' Communication, Humanities, and Social Sciences Teacher of the Year in 1999-2000 and again in 2001-2002.

Donald T. Foster serves as Associate Professor of Music on the Moreno Valley Campus after having served 8 years as part of the Adjunct Faculty for the RCCD. In addition to his duties as music teacher, he also serves as the Faculty Co-Chair of the Accreditation Self-Study Committee, the Faculty Ch-Chair of the Moreno Valley Strategic Planning Committee, and is the Co-Advisor of the campus' Lesbian, Gay, Bisexual, Transgender, Straight Alliance. Mr. Foster is also the composer and lyricist for Moreno Valley's newly-adopted alma mater, Beacon on the Hill, which received its premiere at the first Moreno Valley Campus commencement ceremony in June of 2008.

Professionally, Don is one of Southern California's most active musicians, serving as Principal Clarinetist of both the Pasadena and Santa Barbara Symphonies. In addition, Mr. Foster is one of the regular principal clarinetists in the motion picture and television studios in Los Angeles, and can be heard on over 100 soundtracks for feature films. He is a frequent auxiliary/substitute musician with the San Diego Symphony, the Los Angeles Opera Orchestra, and the Los Angeles Philharmonic, and can be heard often as part of the Jacaranda Chamber Music Series in Santa Monica.

Don graduated from the University of Southern California, receiving his Master of Music degree in 1996 while in the clarinet studios of Yehuda Gilad and Michele Zukovsky.

He has received Fellowships from both the Tanglewood and Aspen Music Festivals, the latter of which he attended for four consecutive summers. Don is a former first prize-winner of the Pasadena Instrumental Competition, and has performed concertos with such organizations as the Los Angeles Mozart Festival, Young Musicians Foundation Debut Orchestra, Marrowstone Music Festival, Westwood Chamber Orchestra, and the Aspen Music Festival.

Prior engagements include serving as Principal Clarinet with the Philharmonie der Nationen based in Hamburg, Germany. While with the Philharmonie he performed in over 250 concerts in virtually every major city in Europe. He has also served as Principal Clarinet of the Colorado Music Festival, in Boulder, Colorado and has been featured in Central America with his reed trio Trianche as a featured ensemble for the Costa Rica Music Festival.

Don divides his time with residences in the desert community of Palm Springs and the Silver Lake area of Los Angeles.

As the Student Services Supervisor in Admissions and Records for the Moreno Valley Campus, Mr. Thrower has responsibility for day to day operations of the Admissions and Records office regarding, opening and closing, as well as maintaining student records. Mr. Thrower is retired from the UNITED STATES NAVY with 20 years of continued service. Mr. Thrower has worked for MVC A&R since the Fall of 1992.

George Zottos serves as the Outcomes Assessment Specialist at the Moreno Valley Campus. His prior assignment at RCCD was at Riverside City College with the same duties for the Title V Office for three years. Starting his career in education, George taught mathematics in Massachusetts public schools and worked as an academic counselor and administrator at Salem State College for eight years. George received his B.S. degree from the University of Southern New Hampshire in Management Information Systems and MS(Ed) from Syracuse University in Counseling and Guidance.

Having worked in two major industries (Honeywell and Verizon), George was recognized several times for both his technical and collaboration skills. Continuing his education, he decided to pursue another master's degree in Postsecondary Education Administration and an Ed.D from the University of Southern California. His dissertation focused on academic outcomes for students in urban community colleges. A resident of Long Beach, George is a member of St. Sophia Greek Orthodox Cathedral in Los Angeles where he was on the Auditing Board and is one of the founding members of Philanthropia, an organization offering support to the Greek Orthodox Christian community who are affected by HIV/AIDS. An avid tennis fan, George is also a baseball enthusiast with hopes to see the Dodgers pursue another milestone.
